the nature of a man

Here is the question of the day (and there are three options): First, are people evil (fallen) by nature and the only choice they have available to them is to do good things, so that if they are not actively making a choice of action, then they will be doing evil? Or, Second, are people (redeemed) good by nature and the only choice they have available to them is to do evil things, so that if they are not actively making a choice, then they will be doing good? Or, Third, are people neither good nor evil by nature but rather morally neutral, oscillating along through life between the opposite polarities of good and evil, free to choose one or the other, but never free to choose neither?

Before you jump on one or t'other - think about it. I'm not sure the answer is easy, and good arguments could be made for all three. Feel free to email me your thoughts.
